Can't get into Internet Options on Internet Explorer 6

I for some reason am unable to get into Internet Options
under the Tools section in I Explorer 6. An error comes
up saying: "The operation has been cancelled due to
restrictions set on this computer, contact your systems
administrator." This is weird because this is a message
you would see if you were on a network, which I am not,
it is just a home computer. Any clues?
