Can't Get Internet Explorer To Go On The Internet

Hello To All,
I have a friend who can't get on the internet using Internet Explorer.
She's running XP Home, and is on a cable service.
She now gets on the internet through MSN with no problem at all, but
when she clicks on the Internet Explorer icon, all she gets is "This page
cannot be displayed".
I thought maybe the shortcut went bad; but when she went to C:\
Program Files\Internet Explorer\iexploer.exe and double-clicked on
it, she got the same message
Could it be that by using MSN, it blocks Internet Explorer from
opening ? Seems unlikely to me.
If anyone has any suggestions, please let me know and I'll work
with her to try to fix the problem.

Your name resolution settings might be incorrect. Start IE6, then
instead of typing www.google.com in the address field, type these
numbers: 66.102.7.99 or 66.94.230.48. What do you get?

Her "home page" can not be displayed but if she were to type in a valid URL
(like www.cnn.com) I bet that she could go there. If so, have her change her
home page till they get it fixed.
