cant get in to chat room

my mother inlaw cant get into a chat room i can get in on my computer but she cant get in on hers.had the computer to a shop they got in to the chat room from there location on her computer .telstra has looked at the problem and said it is not there end could it have any thing to do with ip address or what could be the problem??? she has xp computer eight months old.please help
