Can't fully shutdown

I'm not sure if this matters.....

At startup, when I am at the Log Onto Windows screen, if I select RESTART
(instead of entering my username/password), I get the same result: the system
hangs while performing the restart.

Does this imply that the problem is NOT in a user-spawned task?

These registry edits seem to have no effect at all. I am still experiencing
shutdown/restart issues. I have the same problem when I start in SAFE mode or
regular. :(

It would then seem that the problem you're having is more serious than
just an application hanging in the background during shutdown. I would
recommend trying to get the following patch from Microsoft from this
KB article: http://support.microsoft.com/kb/842827

Do a Google search for the file named WindowsXP-KB842827-x86-ENU.exe
There's one place you can get it but it requires free registration.
