can't find boot.ini

I recently posted a request for help re: shutdown and startup; after
much trial an hopefully no errors, I'm possibly am getting a clue now.
I received this error message:

"cannot find Boot.ini file, do you want to create a new one?"

Before saying yes, tho't I'd submit this post for the advice of a
sympathetic MVP.
