can't fax long distance

I tried local faxes i can send and recieve. Long distance
i try with calling card option (AT&T Pre-paid) get a
message like hang up and try again or you must first dail
a 1.
 
Like all of its predecessors, the Windows XP Fax service will not process
dialing rules unless the phone number to which you are sending the fax is in
"international format." Details on how to use international format to invoke
dialing rules are available here:

Why can't I use my Calling card with Windows XP Fax
