Can't execute 16 bit app at startup - error message

Error message at boot after upgrade to XP from Millenium.
'Can't execute a windows 16 bits application. Not enough
available memory to run application. Quit at least one
windows application and try again.'
Seems that there's a file stuck somewhere in a startup
routine. Would anyone know where to look to eliminate this
error message? Thanks very much.
 
Could try in start/all programs/startup

or under the registry key

Hkey_local_machine\software\microsoft\windows\currentversion\run

which is where all mine start from
