Can't enable System Restore

Trying to open System Properties to start System Restore produces instant
error message "An exception occurred while trying to run
"Shell32.dll,Control_RunDLL sysdm.cpl,,4" and all I can do is close the error
box. This is in XP Home and SR used to work, but must have stopped at some
point.

Can anybody advise how to overcome, and start SR?

REGSVR32 Shell32.dll
