Can't download any programs with Vista...ARGHHHH!

Any Program I try to install doesn't finish because of an error.
1 error is:
sm56hlpr.exe
c:\windows\system32\oledlg.dll is either not designed to run on windows or
it contains an error. Try installing the program again using the original
installation media or contact your system administrator or the software
vendor for support.

It also gives these error messages.
msiexec.exe – Bad Image – Entry Point Not Found
The procedure entry point sfc_os.SfcIsFileProtected could not be located in
the dynamic link library sfc.dll

This is one also:
The installer has encountered an unexpected error installing this package.
This may indicate a problem with this package. The error code is 2894.

I have started to do a new install (saving the programs) with my vista disk
and it also won't finish with this same error stuff! I am at my wits end
here. Thank you in advance for your help.

Not Me

I remember that file (sm56hlpr.exe) as being related to a modem.
If you're not on dialup, disable the modem, if you are...find a Vista
compatible driver for the modem, get a modem with a driver that is Vista
compatible.
