Can't disable screen saver in safe mode

I want to defrag my hard drive in safe mode but I can't turn off the screen
saver. When I go to Display Properties/screen saver I can select none but
when I hit Apply and OK (or just OK) and go back in, the screen saver is back
to where it was. If I go to regular windows and turn it off there and then go
to Safe Mode, it's on again. I guess I could just leave the Display
Properties window open since the screen savor seemingly turns off as long as I
don't close it.
