can't delete or update programs

I've been trying to update window service packs and also to delete an old
anti-virus program to get a new one, but get an error message saying Window
installer service could not be accessed because running in safe mode or
Windows Installer is not correctly installed. I've had this computer for a
couple years, so don'tknow what the problem is - but have noticed over last
few months it takes about 3 full minutes to get to a logon. What's up? Steve
