Can't delete '.ogg' files from my computer with windows explorer

I cannot delete, rename or cut .ogg files from my pc with windows explorer. I
always get an error message "the file is being use by another person or
program".
I am the only user and have already tried uninstalling codecs and shutting
programs unsuccessfully. The only way I can delete these files is by using a
media player or a program like 'pinnacle instant DVD'.

I've used a process viewer to find out which processes was using the file
and found that "CTFOM.EXE" was the culprit. I've tried killing it, but it
loads up everytime I launch explorer.

Any ideas?
 
I have now removed ctfmon.exe from my pc but the problem persist.
It must be something else.
