Can't delete folder

Can't delete folder c:\documents and settings\all
users\documents. Am getting "access denied" message.
Appears Windows has this locked up.

Why do you want to delete this folder?

However, you should be able to if your account haa administrative privileges
if you are logged on as administrator.
