Can't delete files from Profiles

I have two Terminal Servers with a Domain Controller that stores the roaming profiles. What seems to happen is that when someone logs on his profile gets copied to the terminal server and when they log off it gets copied back to the Domain Controller. If someone is kicked off or shuts down improperly, when they log on again it copies there profile again to a new directory with username.domain. I try to keep a clean system and regularly go in to the documents and settings on the terminal server and delete any invalid profiles remaining. I have come to an issue where I can not delete these folders, specifically the files under Local Settings/Temporary Internet Files/Content.IE5 the files are 0kb and if I try to delete it tells me access is denied. Is there any way to clean this up?

That's not the case here. When I right click th efile and go to properties I
don't even have the tab for security. It's like it isn't really a file. It
is 0 KB. I even tried taking ownership or changing the security from the
folder above but it tells me error: can't access this file....
