Press the F8 key while Windows is booting up. When a menu
pops up, choose 'safe mode.' This starts Windows without
loading the drivers. You should then be able to delete
the file. Reboot and start up as normal.

I have had the same problem sometimes and most of the
time it is because the file that you deleted is in the
trash and therefore it is still being used by another
program. You can also do a search and you can delete
files from there also.

When my computer refuses to delete a file, I restart the computer, try
again, and it then cooperates and deletes
it. Hope that works for you.

Delete it from within the Window's Media Menue under the
file heading. There is a delete command. that'll get
rid of it.
