Can't delete file!

I am trying to delete file that I created from the Windows folder but I
receive message:

Access is denied.
Make sure disk is not full or write-protected and that the file is not
currently in use.

This seems to correspond to
http://support.microsoft.com/default.aspx?scid=kb;en-us;298345&Product=winxp#appliesto

I have full control-- I think unless somehow it is overriden by something
else. I am new to this so I am no expert.

When KB article says that Microsoft has determined there is a problem with
the following products which include Windows XP
does that mean there is a glitch if you have one of the following products
or is the resolution supposed to apply to these products too?

Open up the task manager and make sure the file is not in use. If it is end
