Delete file?

I am trying to delete file that I created from the
Windows folder but I receive message:

Access is denied.
Make sure disk is not full or write-protected and that
the file is not currently in use.

This seems to correspond to
http://support.microsoft.com/default.aspx?scid=kb;en-
us;298345&Product=winxp#appliesto

I have full control-- I think unless somehow it is
overriden by something else. I am new to this so I am no
expert.

When KB article says that Microsoft has determined there
is a problem with the following products which include
Windows XP
does that mean there is a glitch if you have one of the
following products or is the resolution supposed to apply
to these products too?

Common issue.

Error Deleting File or Folder - Cannot delete (filename): Cannot find the
specified path. Make sure you specify the correct path and file name.
Workaround:

Right click the Recycle Bin/Properties/Check: Do Not Move Files to the
Recycle Bin...

Make sure that no application uses the file/folder. Media players, publishers,
spreadsheets, wordprocessors,etc. If you know of an application that uses the file or
folder, temporarily remove that setting in the application. Close application. restart
system. then try moving to recycle bin first, to see if the task completes.
