Can't delete bad copy of Internet Explorer

I'm using xp home edition and Aol 9. I have a bad copy of
IE that I'm trying to delete from the Program Files
folder. I get a message box saying that some other person
or program is using IE and the system will not delete IE.
I am the only person using the computer and the only
other programs in use are Desktop and My Computer. I'm
trying to delete IE using the facilities in My Computer.
I've tried to rename IE, etc., but I get the same message
box.

How can I delete or rename IE so that I can reinstall it
with a clean copy that I downloaded from Microsoft?

I just can't install the downloaded IE because I get a
message saying that installed IE is newer. Thank you.
