can't delete a folder

I'm having trouble deleting a folder. Everytime I try to, I get a message
that says something else is using that program. I am almost positive that no
other program is using that file. I don't know what to do. It's driving me
crazy not being able to delete the folder. If anyone has any advice, I'd
appreciate it. Thanks.

See if you can delete it in Safe Mode, tap the F8 key while the computer
starts and from options choose safe mode. Then try and delete.
