can't del file

it is an AVI file in the recycle dir. I can not del or move it back to its
original location. It says something is using it. I tried in safe mode too.
In task manager processes; there is nothing open that needs this avi file.

Thanks. I can not see any files in the F:\Recycler
F:\Recycler>dir/p results in "File not found"

Interesting that I moved it to the recycle dir, but now i can not restore it
or del it.

I tried again and it would not del or restore from the recycle. Then I tried
to "Move To" button and that did not work, then I right clicked and choise
properties and near the bottom of the properties window is a "restore"
button which I clicked and poof the file was moved back. Then I did a
shift-del to del and bypass the recycle bin and it worked. So, now it is
finally gone.

What's up with this?
