Can't connect win98 client to XP host for iCS

I have a home network consisting of three desktops. For identification I’ll
refer to them as #1, #2, and #3.

Problem: There seems to be no connectivity between #1 and #3
Note: these machines have been networked before and worked fine.

General info: All three are in the same workgroup. Changed the group name a
couple of times, no change in the problem.

Uninstalled Zone alarm on #1 and #3, #2 never had any firewall except
Windows Firewall. Disabled Windows firewall on both XP machines.(local
connection), even briefly turned off firewall on dial up connection.

Ran Network Setup Wizard many times on both XP’s


Wizard usually fails to complete on #3 stating “Wizard cannot find your
network hardware†May have been due to the 169.xxxxxxxx below
Tried setting up #3 without using the XP wizard
Automatic IP inserts IP range in the 169 .xxx.xxx.xxx on #3
Manually configured #3 according to document revised by Steve Winograd (ICS
Client Setup TCP/IP)

Current Status

#1 Internet Connection Sharing (ICS) is implemented is acting as host for a
dial up connection.
Running Win XP Pro. With only #1 and #3 on line, the view entire network,
workgroup only shows itself (#1)
Start up#2 and now all three computers are shown. However cannot access $3
from #1. Ping #3 from #1 fail with timed out.
Mail and browser works fine for #1
With the following values for TCP/IP:

Microsoft Windows XP [Version 5.1.2600]

#2 Client, running Win XP Home.
View the workgroup from #2 and all three computers are present.
Printer and file sharing functional
Email and web are available through #1 as intended.
Successful pinging both #1 and #3

With the following values for TCP/IP

#3 Client, running Win98

With only #1 and #3 on line only itself (#3) is present. Can’t see or
access #1
With all three on line, view the workgroup from #3 and all three computers
are present.
Only #2 is accessible for file and printer sharing.
Cannot connect to the internet, mail and web browsing do not work.
Ping #1 fails, ping #2 OK
