Can't connect to https sites

Having problems with my roommate's computer; she can't
connect to https sites or secure sites in Internet
Explorer.

O.K. Roommates computer specs. Althon 1700+, 256MB RAM,
Windows 98, IE 6.0 SP1, using SBC DSL connected to a
Linksys wireless router/gateway.

So her and her friend were trying to install Excel on her
computer, but they were getting errors, so her friend
decided to reinstall Windows 98 on her computer, without
uninstalling Win98, or doing a reformat and reinstall.

So after that, Excel still wouldn't work and she couldn't
connect to the internet. So I stepped in and tried to
fix everything. I though I had something to do with the
SBC software and other stuff that she had downloaded, so
I started uninstalling stuff. Eventually, we called SBC
tech support and they were able to get the DSL to work
again.

Today, she tried to refill her prescription and it gave
her an error message. After going to some sites, I
figured that she can get to sites that are https or that
are secured. I tired going to windows update, but it
doesn't work either. Any suggestions on what to do.

What is the cypher strength (in 98, the encryption strength)? If it
isn't at least 128-bit, you can't go to https sites in the US. If it
isn't listed at all, you have 56-bit encryption (with the same problem).

You can get the 128-bit update from Microsoft.
