can't change the DVD region

Hi:

When I try to play a movie on a DVD, I get prompted to
change the DVD region into Region 2 (the one for
Croatia). After doing this I get a message "DVD region
change error. Unable to change DVD region. Please make
sure the drive contains a region 2 media and you have
administrative privilege" despite the facht that both of
the conditions are met. Please help!!

Most hardware only allows you to switch the region 5-6 times and then it's
locked unless you have some firmware crack.
