Can't change IE HOME page address

The section on the GENERAL tab in the Internet Options
section of the TOOLS menu is completely GRAYED OUT. Yhis
happened after an outage of my DSL ISP. I'd appreciate
any suggestions on how I can bting the chsnge options
back again.

Maybe this registry fix can do it:

1) Restores the missing Tabs in IE (usually spyware related)
2) Unlocks the grayed-out Home Page section
3) Removes the Administrator message in Internet Options
