Can't Change Desktop Theme

When I turn on my computer and windows is loading my custom theme appears on
my backround. Then a few seconds later it dissapears and a blank theme
appears. when i right click on the desktop and go to properties, desktop it
will not let me select any themes. i can't even highlight them. the only
thing i can do is change the color and thats it. if anyone can help me
please let me know what i can do to fix this.

This sounds like the exact same problem that I am having with with one of my
user accounts. I read Ramesh's reply and his suggestion that you go to
kb921049. I checked it out also, but it did not appear to be the solution.
Did it work for you?
