Cant change desktop or screen resolution?

I can change the color of my background on my desktop, but I cannot change
the picture, whether it be one that has been downloaded or a preset. I have
tried changing the theme and that didn't make a difference. I also cannot
change the screen resolution. Any help would be greatly appreciated!

a) Registry fix:

b) Manually (XP -Pro) :
1. Start > Run > gpedit.msc
2. Under User configuration > Click [Administrative Templates\Control Panel\Display\]
3. There will be a value named "Prevent changing wallpaper" > Set it to "Not
Configured"

--- or ---

c) Manually (XP -Any) :
1. Open Regedit
2.
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
3. Double click the value named "NoChangingWallpaper" > Set it to 0
4.
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
5. Repeat Step 3

why can,t i get help on how too remove or move this blue page on top of my
desktop, in display properties can,t change the background to what i want,
only the color. Is there a way to fix this problem

If you're expecting instant help from experts or Microsoft, you'd probably
do better paying for it.
