Can't change screen saver, theme, etc.

When I go thru the control panel to apperance and themes, and I click on 'Change the computer's theme', 'change the desktop background', 'choose a screen saver', or 'change the screen resolution', nothing happens. No hourglass or anything.

Any thoughts????

I have done everything i was suppose to do, and i still can not change my desktop apperances for nothing. I have just downloaded some new screensavers, and i can't change my apperance theme. why is this been so hard to change. This is the only reason i downloaded these screensavers. Can you help me out in anyway beside telling me to go to settings, witch i have been there a million times, and done everything else ask and i am still with the same back ground.

Where are you saving them, are they XP compatible, what are the extensions,
are you using any other third party screen saver, theme, desktop enhancer
third party software.......?
