Can't change default character set in FP 2003.

Hello, guys. Each time I create a new normal page in FP 2003, the default
charset is not what I set in page options before. I tried everywhere, but
still can not figure it out. It's ok to change it back to US(Windows) each
time I add new page. However, it's annoying. Can any of you help me? Thanks a
lot.
