Can't book Windows XP even in safe mode

Don't know what my daughter did, but now she can't even boot up. I tried
safe mode and it won't boot into that either. You get as far as the login
screen and login with the right password. It gets to showing the desktop
(but no icons yet) and then goes out of that screen and back to the login
screen saying "Saving settings"....... Can anyone give me a clue. The FAQ's
and support online haven't been helpful. Thanks, Debbie
