Can't adjust size of Windows Taskbar

Help! My windows taskbar is too big in quick launch mode
and won't adjust. It acts like it is locked but it is
not. When I take it off Quick Launch, I can pull it down
with the arrow, but it won't do that in quick launch
mode. I accidently pulled it up this am and now can't
get it back down.
 
All the bars have to be in one row

Hover above the verticle dotted lines on top line of taskbar til arrow
appears...drag to the right and it should adjust
