Floating toolbars dont work for me anymore

ok i create a new tool bar like a folder of game shortcuts, then i try to
drag it off the taskbar so its floating. But they dont seem to work anymore,
cant even get the quick launch to float.

It isnt something silly like the 'lock taskbar' is enabled..

While it's not entirely clear to me what you're after, I tend to agree that
this is not natively available in XP. I certainly can't drag my Quick Launch
toolbar out of position to "float", whether to taskbar is locked or not, and
never have been able to. Can you give any more detail? You can create a
shortcut in Quick Launch to a folder, but I don't think that's what you mean
at all.

When you've done this in the past, did it stay on top of all other windows?
