Can't adjust date&time for window XP

I can't use administrator user account to adjust date&time. Whenever I
right click on the clock on the bottom bar, it gave me an errow
message. Please response. Thanks.
 
Try it at the cmd.exe prompt.
Type Time and hit return,
Type Date and hit return.
