Can't Access the Desktop after Starting PC

My brother has an emachine with windows xp, he had started to run the spybot
software to check for bots and the system froze. He restarted the pc and it
starts up and goes to the Windows XP Login screen (where you can select the
user to log in as) but can't get any further than that....can't access the
desktop.

Any idea what this could be, does a pc doctor need to check it out? I am
having him check to see if he can run it in safe mode and then run the
malware and spybot programs in safe mode.

Could this issue be a virus/rogue/etc. issue? Or could it be an actual
hardware issue?

your expertise is appreciated, thanks.

It depends what the name of your program is.

"Spybot Search & Destroy" is an Anti-Spyware Program.
"Spybot" is actually a rogue spyware Program.

Specific Program names are so important.
