can't access secure sites XP and Explorer 6

can't access secure sites, gone through micro knowledge
bases, hasn't helped. I don't know how to fix this
problem.
 
I had the same problem running Norton Firewall 2003. The subsciption
to it had run out and I could not get to any secure site. I
uninstalled Firewall and everything worked.
