Can't access secure sites- tried everything!

I am able to access the internet, but cannot access secure sites (e-mail,
bank accounts, etc.) When I try to log in I get a "Page Cannot Be Displayed"
message. I've tried everything- checked for 128-bit security connection
(have it), checked security and privacy settings (both medium), checked
advanced security settings (SSL 2.0, 3.0 and TSL 1.0 all selected), checked
LAN settings (Automatically Detect Settings selected), deleted cookies,
deleted history, reset about 10 registries as per instructions on
microsoft.com. I even accessed my router manufacturer's tech support and
followed instructions to decrease my MTUs in increments of 10 (from 1500 to
1380). Nothing worked!! Please help!

Do a 4 step DNS test first please.

In the command window, both commands result in a "not recognized as an
internal or external command, operable program, or batch file."
In my browser, both addresses took me to the yahoo page.
What does this mean?

OK, you can view non-secure websites, but can't use ping. Knowing what those 10
registries were would help here, but I'd look at LSP / Winsock / TCP/IP
corruption next.

I'm not sure what you mean by "reset about 10 registries as per
instructions on microsoft.com". Can you say what you did, or point to
the Microsoft web page?

I've seen several cases where registering system DLL files solves the
problem. Follow the steps shown under "Solution 5" here, then reboot:

If that doesn't fix it, try the steps in this Microsoft Knowledge Base

If it still doesn't work, start the computer in "Safe mode with
networking" and try accessing secure sites. If that works, then a
program that only runs in normal mode is probably causing the problem.
Likely suspects are firewall programs from Norton and McAfee. For

Solution 5 is what I tried before, only I did not enter all of those
commands. I found the instructions on microsoft.com, after entering "Digital
Signing Issues" into the Search field. I'll try your suggestions and let you
know. Thanks.
