Limited Users Can't Access Secure Sites

I just purchased a new computer which has WinXP and IE6. My limited users
can't access secure sites, while the administrator can. I've checked and
security settings are the same for everyone. Any ideas?
 
After a ton of investigation, I happened upon a post that said the exact same
problem was eliminated by uninstalling Norton Firewall, which I had. I did
this and the problem is solved. I am now using the Windows firewall.
