Can't access internet while Norton Antivirus is enabled

The connection is fine, Norton Antivirus is brand new, and when I open
Internet Explorer, it struggles for about 5 minutes, then says page cannot be
displayed. Should I have different software, like McAfee or something?

What happen in this 5 Minutes?, is Norton try to do it is live Update Defs,
if yes you can configure the Norton to schedule the Updates for more
convenient time for you.
Do you have Anti-Spyware and your computer is Clean from them they could
cause this issue, if not try the Lavasoft it is free from here or even Avast:

Do an online scan and to be sure is Norton doing its Job from here:

Then how much RAM you have and Disk Space on your HDD if not new Machine
