Cant access https or download active x

Hi, I get a message saying "Your current security
settings prohibit running active x controls on this
page.As a result, the page may not display properly"

Don't tell me to change my security settings in IE, lol,
coz I even set it to low & nothing changed & I still get
the error..

I can't access any pages that require a sign in, or
download any active x components, because the error
occurs in either IE6 or Msn explorer..

HELP ME, please..Thanks :)

I am using Xp pro & haven't installed or uninstalled any
programs to cause this problem :'(

(P.S: I downloaded Opera & can now access my Hotmail, but
can't download any active x scripts still.)
