CAN'T ACCESS HELP FILES

I cannot open my Help & Support files in Windows. Neither can I open any
Help file in any of my programs. Also, I already tried going to "Services"
and it says it is "Started" & "Automatic". When I click on help, it acts
like its going to start but doesn't. I also tried System Restore but that
didn't work either

Thanks for your help
 
I tried this and it did not work. Would you know anything else that I can
try or what else could possibly cause this and how I could resolve it?

It may be that your hh.dat file has become corrupted. Open Windows Explorer
or My Computer, go to Tools>Folder Options>View tab and click in the radio
button beside "Show hidden files and folders". Now navigate to:
C:\Documents and Settings\<username>\Application Data\Microsoft\HTML Help
(if XP is on a drive other than the C: drive, change the drive letter
accordingly)
rename the hh.dat file to hh.old
When you next open Help, Windows will create a new hh.dat file
