Can't access files!

I recently bought a new hard drive for my computer and
installed Windows XP Pro. When I went to copy my files
from the old hard drive it denied access to curtain files
that are important to me. How can I unlock those files?

I already set the secruity options to full access for all
users but it still doesn't work!
