can't access files - help

My system crashed and had to reinstall everything. I have a secondary hard
disk that contains all my data files. There is a folder in that disk that I
can't access. Explorer shows the files, but when I double click on them they
are blank. When I try to copy or move them I get an "insufficient rights"
error message. While looking into this, I noticed that under advanced
permissions tab there is a strange user
"S-1-5-21-2025429265-706699826-1957994488-1003"

I have tried taking ownership of the file but still can't access them.

Any ideas how I might recover my files?

What color are the files?
Are they encrypted?

I have followed the instructions and apparently I have taken ownership of
the files. However I am still unable to view them, move them or anything.
They don't appear as encrypted, though they might have been some time ago.

The files are encrypted.
You need access the original profile.

If you do not have access, the data is effectively gone for good.
