can't access control panel

Due to problems that I couldn't resolve in a more
conservative manner, I performed a system restore on my
computer (HP Pavilion 7966). Since then I have been
unable to access my control panel. BTW, the system
restore is on a hidden partition on the hard drive and
not on cd. What can I do to restore the path to the
control panel?
