can't access control panel

I have several problems. First when I try to open a zip
file I get a message that I don't have enough memory. When
I try to open the control panel, it says Windows can't
find the path or I am not authorized (I am the
administrator) and when I try to defrag it says the
contents are changing even when all windows are closed.
What is going on?

Its probably a serious virus infection. Run an antivirus to clean the mess
and then run "sfc /scanonce" + reboot.
