Can't Access BIOS

I've just upgraded the M/B, Memory & CPU on my brothers computer, I formatted the h/d using my pc and then put it back into the other upgraded machine. When I start the pc up I don't get and beep codes or anything which is stopping me from installing XP Pro as I can't access the bios to set the boot order to the cd drive. I've built a few pc's from scratch but never encountered this problem, I've tried clearing the bios by swapping the jumper position but nothing chages have I missed something simple or is there a way to get around this please.
 
Sounds like you know what you are doing, BUT, I have to ask the simple
questions; IDE cable seated properly at both ends? Alignment pin on cable in
correct position? Jumper set properly on back of HD? Are you using 2 HD's or
1?

Also, try another MB Battery maybe??

Some boards have a 'square' 4 pin power connector on the motherboard that
has to be connected to a corresponding cable from the power supply.. you may
need to upgrade the power supply to one that has the appropriate
connectors..

As the BIOS has nothing whatsoever to do with Windows, why are you posting
this here?
 
I agree with the others, check your Power Supply for the newer P4 connector
that needs to be on the newer P4 type motherboards.
It's likely the MOBO is not even posting..It needs the 4 pin connector from
the newer PS's to work..
