Cannot Turn Off Tap Touchpad

I had to reinstall my XP Home Edition and now I cannot turn off Tap Touchpad
feature in Control Panel/Hardware/Mouse. Options are very few and turning
this off is not one of them. How can I restore this?
 
Install the vendor specific Touchpad control software. It should be
available
on the notebook vendors support page.

Visit the manufacturer's site to download and install the latest
touchpad driver.
