Computer info:
Vista sp1
Office Pro 2007 sp2 MSO 12.0.6424.1000
attached to a AD Win 2003 network
running Exchange 2003 sp2

What I was doing prior to receiving error:
I was attempting to install Vista sp2, when I was notified that I must
install a service pack version that was compatible with the languages
installed on the system or remove the unneeded ones (only need US
english). I decided to uninstall the unneeded languages. After
completing the required reboot, I attempted to check my e-mail and got
the error message...

I get the this error message whenever I attempt to open outlook: "cannot
start Microsoft office. Cannot open the Outlook window."

The outlook splash screen appears as expected and my view of outlook
begins to load then the error message is displayed.

I've tried the following:
1. Detect and repair
2. Scanost
3. Scanpst
4. Reinstalling office
5. reset the indexing service.
a. Event Viewer app log index error(suggest reset index service)
6. Re-booted several times.

Uninstalling and reinstalling is not an option, because I do not have
the media to reinstall office.

Any recommendations to resolve this issue?

Thanks.

Have you tried creating a new Outlook profile? Delete the old Outlook
profile (use the mail applet in the control panel), restart the PC, and then
recreate the new profile. Note that you'll need to know the name of the
Exchange server in order to set up any profile.

Thanks for the suggestion... Still receive the same error message.

Cheers.

Uninstalling & reinstalling rarely rectifies a problem so you shouldn't have
to take that drastic a measure. Have you tried reinstalling the SP?
Is Outlook fully updated?

After I did what you suggested I did reinstall office and the service
packs. Then I shut down my computer and this morning I am able to start
outlook with a new profile and everything seems to be working.

Thanks for your help.

Try starting Outlook once with the /resetnavpane command switch.
