Cannot send to multiple recipients

I am trying to send a message to about 40 people by typing their addresses
directly in the To box, separated by semicolons. These people are not in my
contacts list. When I click Send everything seems to be OK buyt the message
is never actually sent - the Send/receive proces either ignores the message
(it remains in the Outbox) or reports an unknown error. What am I missing?
Outlook 2002 service pack 3.

After typing in the addresses, do you try to manually resolve them using
Alt+K?

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

Doesn't make a difference. All the addresses become underlined, which I
believe means they have been resolved (whatever that means).

But if the addresses aren't in the Contacts folder (as the OP said), how
does this help?
