Cannot send in Outlook 2003

I purchased Office 2003, unable to locate Outlook singley, and installed it with office pre-installe
on my new Dell D2400 (Outlook not included) hoping there would't be a conflict. So far so good
Everything to do with the install has been fine up to trying to send or receive mail

SBC helped get incoming mail situated, but says my outgoing issue is not under there jurisdiction.
I'm told MS is my only way to sending mail. We imported all the same settings from Outloo
Express, which has been functioning properly all along, but the messages just sit in the "outgoin
box." The error message states

Task 'pop.ameritech.yahoo.com - Sending' reported error (0x800CCC78) : 'Unable to send the
message. Please verify the e-mail address in your account properties. The server responded:
530 authentication required - for help go to http://help.yahoo.com/help/us/sbc/dsl/mail/pop/pop
11.html

This page doesn't exist, and SBC has taken me as far as their contract allows

Any chance someone might have an idea how to end my sending issue would be greatly appreciated

As the error message suggests, you have to provide a username and password
to use your SMTP server
 
In the Outlook window, go to tools and then go to send
and make sure it is checked that you want to send. While
you are there check the rest of your settings for
secutity etc. Also go to the control panel, internet
options and check to see that Outlook is your email
service. Make sure you have added all the outlook patch
updates also.

Click Tools>E-mail Accounts>View or change existing e-mail accounts>Next.
Select your SBC account and click Change, then More Settings. On the
Outgoing Server tab, check the "My outgoing server (SMTP) requires
authentication" box and press the "Use same settings and my incoming ail
server" radio button. Click OK, then Next, then Finish.
