Cannot send - error 0x800ccc79

I am running Outlook 2000 and have for several years. This week, I cannot send, but can receive email. The error message is one of recipients rejected by server 550.5.7.1 access denied. Error #0x800ccc79. It does it even if I try to email to myself. I can get on my ISP's webmail and send fine. I have deleted my accounts and put them back in. I have removed Outlook and re-installed it. This all started after I downloaded the latest Microsoft patch. I have talked with my ISP and they don't think it is on their end, because I can webmail.

Can anyone help?

version of outlook , OS, ISP details with server setting
