cannot send email with attachment?

I am using hotmail.
I checked all the setting is ok.
All email without attachment go out ok but with attachment it doesn't work.
The sending is slow and there were no outcome.
 
How are you using Hotmail, with a web browser like Internet Explorer,
or via the email program Windows Mail?

If the latter, do you get an error message when you try to send? If so,
right-click on your error message, copy, then paste it into a reply here.

What do you mean by "there were no outcome"?
